Interconnection and interoperability for transport in Sicily
The new Palermo–Catania–Messina railway route is a flagship project designed to upgrade the transport network in Southern Italy. It forms an integral part of the European trans-European transport network (TEN-T) Scandinavia–Mediterranean Corridors (Helsinki–Valletta). Provided for under the ‘Sblocca Italia’ Decree-Law and backed by NRRP (National Recovery and Resilience Plan) funds, the project is strategic for improving regional mobility and accelerating Sicily’s integration into international transport corridors.
The role of FS Engineering
FS Engineering is involved in the design, site supervision, and comprehensive process coordination for the project. Our teams contribute directly to the creation of a modern, efficient, and fully interoperable railway system engineered to meet the shifting long-term mobility needs of both passengers and freight traffic.
The infrastructure project
The programme of works involves upgrading and speeding up legacy lines, alongside the construction of newly electrified double-track sections and the deployment of advanced signalling technologies, establishing technical standards that allow for operational speeds of up to 200 km/h. This upgraded infrastructure ensures a step-change in the network’s overall performance, delivering reduced journey times, enhanced service reliability, and increased train frequencies. Furthermore, the project will transform regional connectivity by improving ties between the island’s primary urban hubs and its inland and coastal areas, securing complete interoperability within the wider European rail network. Ultimately, the construction of this new route serves as a powerful development catalyst for Sicily, generating tangible benefits across the industrial, tourism, and social sectors through enhanced accessibility and elevated transit quality.
Catania–Messina Line
The project to double-track the Giampilieri–Fiumefreddo section involves a new alignment extending for approximately 42 km, through predominantly mountainous terrain, which replaces the legacy coastal line. The project will enable the completion of the double-tracking of the Catania–Messina line and the introduction of faster and more efficient services between the main towns on the eastern seaboard, connecting with the Catania hub.
Palermo–Catania Line
The new Palermo–Catania line is divided into several functional sections, with a total length of approximately 179 km, of which around 128 km runs in tunnels. The project involves the construction of double-track sections, including the Bicocca–Catenanuova and Fiumetorto–Lercara Diramazione sections, and the construction of a new fast route between Lercara and Catenanuova. Once fully operational, the link between Palermo and Catania will reduce journey times by around one hour, bringing the total journey time down to approximately 2 hours, compared with the current 3 hours, thereby enabling a comprehensive review of the regional service model
Complementary works
The project is supported by further infrastructure and technological works already at an advanced stage or partially implemented, including the doubling of the Catania Ognina–Catania Centrale section, the doubling of the Fiumetorto–Castelbuono section, the upgrading of the Palermo hub, and speed-enhancement works along the Messina–Siracusa, Palermo–Messina, and Palermo–Catania routes.

The project will significantly boost the competitiveness of rail transport in Sicily, promoting a modal shift in passenger and freight traffic while contributing directly to a reduction in CO₂ emissions. Improvements to infrastructure performance and services will ensure greater accessibility to local areas and more efficient integration between the various transport systems, delivering widespread benefits for mobility and regional economic and social development.
Overall, the Palermo–Catania–Messina project represents a strategic lever for the development of Southern Italy and for the seamless integration of the Sicilian rail network into the European system, in line with objectives of sustainability, innovation, and competitiveness.
Linked to the construction of this new route are major infrastructure and technological projects that have already been launched and are, for the most part, already operational: doubling of the Catania Ognina–Catania Centrale section (Catania hub); doubling of the Fiumetorto–Castelbuono section; upgrading of the Palermo hub; extensive technological improvements to increase operational speeds along the Messina–Siracusa, Palermo–Messina, and Palermo–Catania routes.
