"SAUDI LANDBRIDGE" Railway Network

One of the world’s largest railway projects in terms of scale. A 1,300 km line across the entire width of Saudi Arabia, linking the two seaboards of the Arabian Peninsula.

The Saudi Landbridge Railway Network (SLRN) project is a strategic infrastructure aimed at strengthening the logistics sector in the Kingdom of Saudi Arabia (KSA) and promoting the country as a global logistics hub, consistently with the objectives of the ‘Vision 2030’ plan. The project aims to transform the Kingdom into a leading industrial power, boosting local employment, improving the trade balance, and maximising local content.

The project involves a total extension of approximately 2,178 km, comprising around 1,500 km of new railway lines and approximately 678 km of upgrades and enhancements to existing infrastructure. The network features nine main rail links connecting the Red Sea coast in the west with the Arabian Gulf coast in the east, and also provides for the development of seven strategic logistic hubs. The network, which is non-electrified and designed for mixed traffic, will allow a maximum speed of 160 km/h for freight trains and 250 km/h for passenger services. From a planning perspective, the project is divided into four macro-zones: the Riyadh Rail Link (RRL), Eastern Network Enhancements, the Jeddah–Riyadh Links and the Jeddah–Yanbu Links.

FS Engineering is engaged in delivering integrated Programme Management Consultancy (PMC) services for the project. Following the contract signing on 20 September 2024, work officially began the following October under Task Order 1 (TO#1). The project has since scaled up through subsequent Task Orders, with TO#2 activated in April 2025, and both TO#3 and TO#4 coming online in October 2025.

The scope of the PMC services includes the management and supervision of the entire project lifecycle, comprising:

  • Project management and strategic planning,
  • Supervision of design, construction and procurement,
  • Cost, risk and quality control,
  • Contract, logistics and stakeholder management,
  • Environmental compliance, health, safety and sustainability,
  • Interface coordination, document control and land acquisition management,
  • Support during the pre-commissioning and commissioning phases and in the development of logistics hubs.

The total duration of the services is 10 years and the works are scheduled for completion by 1 October 2034.
